In his early years, Dr Fan studied and worked in China, France, Australia, Singapore and Hong Kong with different organizations mainly on wastewater treatment processes and water recycling.

In 1999, he Joined Macao Water Supply Company Limited, a subsidiary of SUEZ Group. In his 16 years working in Macao Water, he helped renew a 20-year concession contract with the Macao SAR government, leading Macao Water to be seen as an industry paradigm and role model in China with his commitment to reform, innovation and active improvement of corporate management and services.

Winning the respect of shareholders, Dr Fan has been appointed as the Managing Director of Water Operations, SUEZ NWS Limited since August 2015.

Apart from the significant contributions to Macao Water and SUEZ, Dr Fan is actively engaged in environmental causes. He is a member of the Urban Planning Committee of Macao SAR and an IWA board member between 2014-2018.
